Arnold is 61 years of age and a resident of Belle Chasse.

Since these crimes involve sex offenses, and the victims are minors, the identities of them are not revealed.

The defendants are listed below:

Cantrell L. Riley, 23 years of age, of Empire, LA for the crimes of Looting, under LA R. S., Art. 14:62.5, Forgery, under LA R.S., Art. 14:72, and Distribution of Cocaine, under LA R. S., Art. 40:967A(1). The looting took place on August 31, 2012, after Hurricane Isaac, at the LeNguyen Marine Supply and Food Market in Buras, LA. It was investigated by Captain Mark Plumer. For that case, Mr. Riley pleaded guilty and was sentenced to serve 15 years in prison, the maximum penalty authorized by law. He also pleaded to the Forgery case, which was investigated by Detective Sidney Smith, and was sentenced to serve 6 years in prison. In the last case, Distribution of Cocaine, which was investigated by Agent Walter Lejeune, he was sentenced to serve 10 years in prison. Mr. Riley had previously been convicted of burglary in 2011.

Kenneth D. Waters, 19 years of age, of Buras, LA, was the accomplice and co-defendant of Cantrell Riley in the Looting of the LeNguyen Marine Supply and Food Market on August 31, 2012 after Hurricane Isaac. Accordingly, he was charged with Looting, under LA R.S., Art. 14:62.5. He pleaded guilty and was sentenced to serve 4 years in prison.

Nicholas Cognevich, 33 years of age, of Diamondhead, MS, was apprehended and arrested after committing a burglary in Belle Chasse, LA on December 3, 2012, by Deputy Joey Rees. He was charged with Burglary, under LA R.S., Art. 14:62, pleaded guilty and was sentenced to serve 10 years in prison. He had a previous conviction for narcotics.

Jennifer Cone, 28 years of age, from Boothville, LA, was arrested on December 15, 2012, in Boothville, for Creation/Operation of a Clandestine Lab, under LA R.S., Art. 40:982. The lab was used for the production of methamphetamines. She was arrested by Deputy Javon Ancar and Deputy Holli Hardin. Ms. Cone pleaded guilty as charged and was sentenced to serve 8 years in prison.

On June 15, 2012, Mr. Gaines was arrested on a warrant for failing to register as a sex offender based on his 1992 conviction for the rape of an 11-year-old girl. By the time of his arrest, Mr. Gaines was already five months beyond the statutory time for filing. As a Tier 3 sex offender, Mr. Gaines is required to register with the Plaquemines Parish Sheriffs Office every three months for his lifetime.

The case was investigated by Deputy Tiffanie Provenzano of the Plaquemines Parish Sheriffs Office Criminal Investigations Bureau; and it was prosecuted and tried by Assistant District Attorney Edward R. McGowan and First Assistant District Attorney Robert M. White.

After trial, Judge Clement ordered the defendant remanded to the custody of the Sheriff, and further ordered the Department of Public Safety and Corrections, Division of Probation and Parole to conduct a pre-sentencing investigation. Mr. Gaines is scheduled to be sentenced on April 3, 2013. The sentencing range for the crime is from two to ten years in prison.

However, the District Attorney intends to invoke the Habitual Offender Statute based on Mr. Gaines’ other felony convictions for Distribution of Cocaine in 1999, Attempted Obstruction of Justice in 2004, Distribution of Cocaine and Second Degree Battery in 2009. Based on his additional convictions, the sentencing range is twenty years to life in prison.

The goal in Plaquemines Parish is to increase the number of students attaining Advanced and Mastery, while decreasing the number of students scoring Approaching Basic and Unsatisfactory. The local trend data indicates that GEE students have increased the percent proficient in both ELA and Math, dropped 2 percent in Science, and stayed the same in Social Studies. The percentage of fourth graders meeting promotional standards this year decreased from 91 percent to 88 percent in ELA and maintained at 88 percent in Math.

The district’s greatest concern is for students in sixth, seventh and eighth grades. Nationally, middle-grades school improvement has stalled and the district recognizes that additional attention and resources must target the students in the middle schools. Plaquemines Parish administrators plan to continue to evaluate the effectiveness of all programs implemented to ensure that each student receives a quality education by monitoring teaching that focuses on the individual needs of each student so that it can remain one of the best school districts in the state.

“Our schools are steadily showing continued growth and we are proud of the improvement within our system,” said Superintendent Denis Rousselle.
