The District Attorney’s Office reports that on Tuesday, the 28th of January, 2020, the Grand Jury for Plaquemines Parish returned an indictment against Hien Vinh Nguyen for one count of aggravated rape (La. R.S. 14:42) and one count of second-degree kidnapping (La. R.S. 14:44.1). The charges stem from a Plaquemines Parish Sheriff’s Office investigation of a report by a juvenile, now age 15, that the defendant had sexually abused her while he was her neighbor in Buras. The abuse occurred in approximately 2012 and/or 2013, at which time the victim was approximately 8-9 years old, according to the victim. Aggravated rape imposes a mandatory sentence of life without parole. Detective Brett Taylor is the case officer for the Sheriff’s Office. The matter is set for arraignment on the 2nd of March, 2020, before the Honorable Kevin D. Conner.
